It begins with an analysis of the ways that terrorists are – and potentially could – use the internet such as cyber warfare, information warfare, and social media-spread propaganda. It then looks at the reasons that explain why terrorists would want to use the internet. It shows that there is more value than risk for terrorist groups that choose to use the internet for various reasons. The paper then analyzes the response to this threat by looking at legal response from the United States as well as various non-governmental response.
