The purpose is to determine whether or not this proposal is in the best economic and environmental interests of the State of Texas and in the larger picture, the United States. The primary objectives are to analyze current HSR systems throughout the world and to critically evaluate the specifications of the Texas proposal. It will also assess the relative success of the HSR systems that are in operation in reference to current U.S. expenditures on different modes of transportation. The major arguments for and against this proposal will also be evaluated.
