This thesis concerns Roman citizenship in the late Republic and early Empire, examining how the Roman definition of citizenship evolved and expanded as a reaction to internal and external tensions, citing heavily the Gracchi, the Social War, and Cicero. It applies the patron-client framework to the municipal aristocracy system, noting how Rome used this framework within Julio-Claudian grand strategy to make the grant of citizenship into a highly effective political tool.en_US
